RAND Consulting Group was founded in July 2019 by Robert (Rob) Randall IV in Lorton, Virginia, as a Service-Disabled Veteran-Owned Small Business (SDVOSB) committed to providing timely, adaptive, and competitively priced consulting services to federal, state, and local government agencies. Drawing from Rob's extensive career, including leadership roles in the U.S. Army, Office of the Secretary of Defense (Comptroller), Defense Intelligence Agency (DIA), and others. RAND secured its first subcontract in January 2020, supporting DIA's audit readiness and financial management efforts.
The company rapidly expanded, delivering support to key clients across the Department of Defense (DoD), Intelligence Community (IC), Department of State, Department of Treasury, U.S. Army Intelligence and Security Command (INSCOM), U.S. Air Force, and Defense Logistics Agency (DLA).
In 2024–2025, RAND pivoted strongly toward AI/Tech solutions with an emphasis on Enterprise Data Management (EDM), enabling data curation, integration, governance, and optimization for AI/ML, analytics, and decision-making. This evolution culminated in a 2025 Sole-Source 8(a) Award for DLA's Advanced Digital Concepts Office (ADC), focusing on GCP strategy, ServiceNow expansion, generative AI workforce optimization, rapid prototyping, and Lean Startup methodologies.​
